Introduction
The Garuda project is an initiative that encourages the exploration of Indonesia’s CBDC design which was later called Digital Rupiah. Digital Rupiah is Bank Indonesia’s contribution to the state in the struggle to maintain Rupiah sovereignty in the digital era.
This project complements various initiatives by Bank Indonesia in promoting the national digital transformation agenda, in particular efforts to integrate the digital economy and finance end-to-end, which is currently driven from the path of the Blueprint Sistem Pembayaran Indonesia 2025 (BSPI 2025) and the Blueprint Pengembangan Pasar Uang 2025 (BPPU 2025)
White Paper: Digital Rupiah
As a first step, Bank Indonesia issued a White Paper related to the development of Digital Rupiah on 30th November 2022. This White Paper is an initial presentation of the Garuda Project in the form of a high-level design of Digital Rupiah as well as a form of communication to the public regarding the Digital Rupiah development plan.
This White Paper explains the configuration of the Digital Rupiah design that is integrated from end to end, the design features of the Digital Rupiah that allow the development of new business models, the architecture of Digital Rupiah technology, as well as the support of regulatory and policy tools for the implementation of the Digital Rupiah design.
Considering its broad implications, this national-scale initiative needs to be formulated and implemented synergistically. In a similar context, synergy with the global central bank community and international organizations is also needed to ensure the readiness of the Digital Rupiah design to be aligned with various initiatives to develop interoperability of transactions between countries.
